The Inner Harbour is the city's spectacular focal point — the Parliament Buildings (illuminated by thousands of lights after dark) and the Fairmont Empress Hotel frame a working harbour where seaplanes, ferries, and whale-watching boats create constant motion. The area surrounding the harbour — Chinatown (Canada's oldest), the Fisherman's Wharf, and the Dallas Road waterfront — is easily walkable and extremely pleasant. Butchart Gardens, 21km north of downtown, is one of Canada's great horticultural achievements and worth the trip at any time of year.

Top Things to Do in Victoria

Visit Butchart Gardens — Robert Pim Butchart began transforming an exhausted limestone quarry into gardens in 1904, and what he and his wife Jennie created is now one of the horticultural wonders of North America. The Sunken Garden, Japanese Garden, Rose Garden, and Italian Garden cover 22 hectares. Summer Saturday evenings bring fireworks displays; winter brings spectacular light installations. Plan 2-3 hours minimum.

Whale Watching in the Strait of Juan de Fuca — Victoria sits at the intersection of some of the best orca viewing waters on earth. J, K, and L pods — the Southern Resident orcas — summer in the Salish Sea and are regularly spotted on tours from the Inner Harbour. Transient orcas, humpbacks, Dall's porpoises, and harbour seals are all common. Spring through fall is best; companies include Eagle Wing, Prince of Whales, and Orca Spirit Adventures.

Take High Tea at the Fairmont Empress — The Fairmont Empress has been serving afternoon tea since 1908, and it remains Victoria's most ceremonial experience. The signature blend tea, finger sandwiches, scones with Devon cream and preserves, and a tiered stand of pastries arrive in a historic dining room overlooking the harbour. Book well in advance, especially in summer, and dress accordingly.

Explore Chinatown and Fan Tan Alley — Canada's oldest Chinatown was established in 1858 and at its peak was the largest Chinese community in Canada. Fan Tan Alley — at its narrowest barely a metre wide — connects Fisgard Street to Pandora Avenue through a corridor of quirky shops. The Gate of Harmonious Interest at the entrance to Fisgard Street is a beautiful landmark.

Cycle the Dallas Road and Waterfront — Victoria's cycling infrastructure is genuinely excellent. The Dallas Road waterfront path follows the cliffs from Beacon Hill Park to Clover Point, with views of the Olympic Mountains and Mount Baker. The Galloping Goose and Lochside Trails extend this network far into the Saanich Peninsula. Cycle rental shops are numerous in the downtown area.

When to Visit Victoria

Victoria is Canada's most temperate destination — mild and relatively dry year-round. The driest months are July and August (average 22°C), making summer the most popular season. Spring (March–May) is spectacular for gardens and flowers — the city is ablaze with cherry blossoms in March and April. Whale watching peaks from April through October.

Winter is mild (average 8°C) and mostly rainy, but Butchart Gardens' winter illuminations (November through January) are spectacular. Christmas shopping and markets in Victoria are notably enjoyable.

Getting There

Victoria International Airport is 25km north, served by Air Canada, WestJet, Pacific Coastal, and several US carriers. BC Ferries from Tsawwassen (Vancouver) takes 95 minutes to Swartz Bay, 30km north of Victoria — a beautiful crossing through the Gulf Islands. The Clipper high-speed ferry from Seattle takes 2.5 hours to the Inner Harbour dock.
